The Fourth Stall takes place in a school in modern times.  This school houses at least first through eighth grades.
"If there's a kid in this school who needs help, they come to see me in my office in the fourth stall from the high window in the East Wing boys' bathroom  (1)."  I found out in the previous book that this bathroom isn't being used any longer.  That's why it works so well for Mac's business.  The action also moves to other locations in the school and in the town.
